The WebPlat WG will be meeting on Mon/Tue and Thu/Fri of TPAC week. We'll put together a straw man agenda in the next couple of weeks.

Would Web Apps WG be able to allocate a time slot for us?

We can do that. Thanks for starting to collect agenda items together, it's appreciated.

Do you have any sense at this stage how much time you might need based on a day being divided into four blocks?

If there are other groups you would like to liaise with, let me know. Similarly, let me know of any other meetings we should try and avoid conflicting with if we can.

It’s hard to say since the topics of the interests haven’t been finalized but I’ve added my estimates in the Github issue: w3c/webcomponents#641
