Further working mode changes

# Anne van Kesteren (5 hours ago)

Last week we made some further refinements to the way the WHATWG operates and are pleased that as a result Microsoft now feels comfortable to participate:

Let me also take this moment to remind everyone that most changes to WHATWG standards are discussed exclusively on their GitHub repositories (linked from the top of each standard). We also created whatwg/meta to discuss things that don't really fit anywhere else. If you want to partake in ongoing changes, either by giving feedback or proposing your own in the form of a pull request, GitHub is the place to be.

There are no plans to discontinue this mailing list; it'll continue to mainly be used for announcements such as this one.

I'd like to express my thanks to you and everyone else involved for the work you do on this. It's appreciated.
