[CSSWG][css-multicol] CSS Multi-column Layout Level 1 republished as a Working Draft

The CSS WG has published an updated Working Draft of the CSS Multi-column Layout Module Level 1: www.w3.org/TR/2017/WD-css-multicol-1-20171005, [https://www.w3.org/TR/2017/WD-css-multicol-1-20171005/](https://www.w3.org/TR/2017/WD-css-multicol-1-20171005/)

This specification describes multi-column layouts in CSS, a style sheet language for the web. Using functionality described in the specification, content can be flowed into multiple columns with a gap and a rule between them.

The CSS WG resolved to take the specification back to Working Draft Status due to the length of time since the publication of the CR in 2011, and the number of changes to the specification since that time. In addition there are a number of issues still outstanding.
